Collaboration between Tuath Housing and Threshold is an example of emerging best practice for social housing sector.

Tuath Housing and Threshold have announced the transfer of 18 social homes in Cork City, marking a significant development within Ireland’s social housing sector.

The transfer, which will be completed in the coming weeks, will see Tuath Housing, Ireland’s largest Approved Housing Body (AHB), take ownership and long-term management of the legacy homes from Threshold.

Tuath Housing manages over 17,500 homes nationwide, including over 2,700 across Munster, and has extensive experience in supporting residents and communities across Ireland. With Tuath, residents will gain access to a wide range of specialist services, including dedicated customer care, a responsive repairs service, and tenancy sustainment supports.

For Threshold, the transfer reflects a strategic decision to focus fully on its core mission: advising and supporting renters, preventing homelessness and campaigning for a right to housing for all.

For residents, the transfer means continuity, security and enhanced support from one of the country’s most experienced housing bodies. Rent levels for the existing tenants will remain unchanged and security of tenure will be fully protected. Central to the move is that all residents will be supported jointly by both Tuath and Threshold throughout the transfer, with clear communication, one-to-one assistance and a direct contact to ensure streamlined and transparent process.

This transfer marks one of the first of its kind in Ireland and aligns closely with national housing policy objectives. In its 2025 strategic review of the AHB sector, the Government emphasised consolidation and collaboration between AHBs, with a view to creating a more rationalised and responsive sector with enhanced governance, capacity and resilience. The transfer demonstrates how partnership can deliver positive outcomes and is an example of emerging best practice within the sector as it evolves.

Speaking on the announcement, John-Mark McCafferty, Chief Executive of Threshold said:

“Our partnership with Tuath – Ireland’s largest Approved Housing Body – will see the transfer of 18 legacy homes in Cork City from Threshold to Tuath, ensuring continuity for residents, security of tenure and enhanced access to specialist housing services. It also enables Threshold to concentrate on what we do best: advice for renters, homelessness prevention and advocacy for the right to housing. This is a practical example of collaboration that strengthens services for residents and supports the social housing sector’s move toward better governance, and greater capacity and resilience.”

Sean O’Connor, Chief Executive of Tuath Housing, said:

“This transfer is first and foremost about residents, who will continue to have security of tenure and will benefit from the full range of Tuath’s housing and tenancy supports. At the same time, this collaboration shows how AHBs can work together in a way that strengthens the sector and delivers on the vision set out in national policy.”
