Development team
Tuath Housing’s New Business & Development Team are responsible for the delivery of homes, in both urban and rural locations, throughout all 31 local authorities in the Republic of Ireland. Using various delivery mechanisms, the Development team’s aim is to provide long-term, safe, quality housing at best value whilst locally building sustainable communities. Collaboration is key towards this delivery and the team have a proven track record of working with both public and private sector partners including government, funders, private developers, consultants and contractors.
Martin Loughran
Chief Development & Commercial Officer
- 12 years’ experience in all forms of housing delivery
- Leads Tuath’s Development programme, sourcing and delivery of social and affordable housing
- Oversees and manages development pipeline focusing on new business, construction and relationship management
Aileen Gallagher
Head of New Business & Delivery
- Head of New Business & Delivery based in our Dublin office, working with Tuath since March 2016
- Qualified ACCA accountant with vast experience in all aspects of business.
- Has managed a number of successful retail and property businesses for many years prior to joining Tuath.
Marie McNamara
Development Manager
- Development Manager responsible for delivering new build housing projects from concept to completion, nationally
- Over 10 years experience delivering housing North and South of the border
- MSc in Quantity Surveying, Degree in Housing from the University of Ulster at Magee, a Diploma in Management, and Chartered Membership of the CIH
Barbara Fahy
New Business & Property Development Manager (Galway Office)
- Over 10 years’ experience in the property development sector
- Worked in various roles such as Property Development Finance in Ulster Bank and a surveyor for Rooney Property Consultants.
- A Qualified Financial Advisor and holds a Bachelor of Science Degree in Property Studies from GMIT, Masters in Regional and Urban Planning from UCD.
Gavin Donaldson
New Business & Property Development Manager (Cork Office)
- Over 20 years’ experience in both UK and Ireland working in the various roles in the social & affordable social sector
- Chartered Member of the Chartered Institute of Housing
- Member of The Board of Advisors – Chartered Institute Housing (Ireland)
Phillip McEvoy
Project Manager
- Phillip holds a BSc (Hons) degree in Architectural Technology & Management and has over 10 years industry experience within the Construction / Approved Housing Body sector.
- Proven track record in successfully delivering Direct-Build construction projects under the Public Works Contracts.
- Currently involved in Tuath’s Direct-Build and Design & Build delivery program, overseeing schemes with budgets up to €120 million.
Jane Benzies
Senior Property Development Coordinator
- Joined Tuath in 2013 and is based in Tuath’s Head Office in Dublin
- Over four years’ experience in Housing Management, having previously worked for a multinational company in sales and marketing.
- Holds a Diploma in Project Management and Housing Studies in addition to a Master’s in Marketing and a Bachelor of Arts Degree.
Nicky Hardy
Senior Development Coordinator
- Joined Tuath in 2017, co-ordinating and managing schemes from concept to completion
- Nicky has worked as an Architectural Assistant on high end residential projects in Dublin, London and Sydney.
- Graduated with a Master of Architecture in 2013 from University College Dublin
Max Carberry
Senior Property Development Coordinator
- Over 8 years’ experience in the Private and Social Housing Sector, both North & South of the Border.
- Max has previously worked in Property Sales, Lettings and Management, Social Housing Management, and Property Development for a large Northern Irish Housing Association.
- Holds a BSc (Hons) in English & Northern Irish Law from University of Dundee
Mark Robinson
Senior Development Coordinator
- Joined Tuath in 2024, co-ordinating and managing schemes from concept to completion.
- Has worked in the Residential development sector across both the Ireland and UK.
- Holds a MSc. in Real Estate.
Ashling Kilbride
Property Development Coordinator
- Liaises with developers and stakeholders and co-ordinates schemes to ensure the delivery of homes.
- Previous experience in Tuath’s Housing Services Department before joining the Development team in 2022.
- Holds a HDip in Housing and a HDip in Real Estate.
Aoibheann Byrne
Property Development Coordinator
- Joined Tuath in 2021 as a Graduate Property Development Coordinator.
- Liaising with stakeholders and co-ordinating schemes to ensure the delivery of homes.
- Holds BSc (Hons) in Spatial Planning.
Elaine Gordon
Property Development Coordinator
- Joined Tuath in 2023.
- Holds a BSc. Hons in Property Studies (TUD).
- Previously worked in the commercial property sector.
Jake Malone
Development Coordinator
- Jake comes from an architectural & urban planning background.
- Liases with stakeholders and coordinates schemes to ensure the delivery of homes.
- Holds a MSc in Architecture from TU Dublin.
Ingrid Cunningham
Development Compliance Coordinator
- Joined Tuath in 2022
- Supports the New Business and Development Team to deliver homes for the delivery of new housing stock.
- Education: Ph.D (Law), LL.B, MA, BA, Dip. Comm.
Eimear Burke
Development Business Support Coordinator
- Joined Tuath Housing in 2021.
- Supports the Development Team in the delivery of homes. Assists with and monitors data entry and maintenance and updates to data visualisation dashboards. Involved in the implementation of new software for the Development Team.
- Previous experience in roles within the public sector including the Revenue Commissioners, the Department of Social Protection, and the Department of Public Expenditure & Reform.
- Holds BA in Mathematics & Education from the University of Galway and QQI Level 5 in Payroll – Manual & Computerised from Galway Technical Institute.
Noel Tobin
Clerk of Works
- Monitors the quality of construction work and compliance with drawings, specifications and building regulations.
- Over 35 years’ experience in a wide variety of Construction Projects.
- Diploma in Architectural Technology, Project Management and MSc in Planning & Development.
Adrian O'Grady
Clerk of Works
- Adrian brings over three decades of construction industry experience to Tuath having overseen a variety of projects ranging from social housing developments to private homes as a site foreman.
- His attention to detail and high standards in construction quality are matched by his comprehensive knowledge of building and health and safety practices.
- As one of Tuath’s Clerk of Works he is responsible for providing detailed reports on quality control and health & safety through regular inspections to projects which are on site.
John Donohoe
Clerk of Works
- Working as a Clerk of Works for 27 years.
- Working for Tuath since 2017.
- Qualifications: Member of the Institute of Clerk of Works and Inspectors in Ireland; Member of The Clerk of Works of Great Britain Institute; City and Guilds of London Institute Certification; Principles of Construction; Craft. Foremanship; Building Calculations; Senior Carpentry and Joinery.
- As a member of the COW Institute, the member promise as a Clerk of Works is to build community value into every project while delivering professional expertise, exceptional customer service, and quality construction.
Léann Kelly
Senior Development Administrator
- Joined Tuath in 2020 and is based in the Dublin Head Office.
- Léann has over 20 years’ experience in Administration, Office Management, Private/Retail sector.
- Supports the New Business and Development Team in all aspects of Administration.

Development Services Administrator
- Based in the Dublin Head Office.
- Previously worked for Tuath as a Property Services Administrator.
- Holds a BSc (Hons) in Digital Forensics and Cyber Security.
