Tuath Housing ramps up investment in new homes as it marks 2,000th Cost Rental delivery

Tuath Housing today revealed it invested €865 million in the acquisition and construction of new homes during 2025, as it called for continued large-scale delivery of social and affordable housing.

Tuath, Ireland’s largest Approved Housing Body, delivered 2,268 homes during 2025, bringing the total number of homes under its management to approximately 18,000 and housing around 42,000 people nationwide.

Tuath today launched its 2025 Annual Report as it officially opened the Coolevally development in Shankill, Dublin, in the presence of Cllr Barry Saul, Cathaoirleach of Dún Laoghaire-Rathdown County Council and Minister for Housing, Local Government and Heritage, James Browne TD.

The report highlights continuing demand for affordable housing, particularly among households above social housing income thresholds but unable to afford private rents.

Tuath recently surpassed 2,000 Cost Rental homes nationwide, becoming the leading provider of Cost Rental housing in Ireland. The milestone reflects the rapid growth of the tenure and its increasing importance in providing secure, long-term rental homes for working households who are often caught between social housing eligibility and the private rental market.

The organisation said secure affordable rental housing can also support wider housing supply by helping unlock mixed-tenure developments and easing pressure within the private rental market.

New homes in a mixed-tenure community

The Coolevally development in Shankill, where the report was launched, includes 198 one and two-bedroom apartments, comprising 104 Cost Rental homes provided in April 2026 and 94 social homes provided in late 2025. Tuath experienced significant demand for the Cost Rental homes at Coolevally, with 4,237 applications for the 104 apartments.

Coolevally has been provided by Tuath in partnership with Dún Laoghaire-Rathdown County Council and Cairn. This delivery was supported by funding from the Department of Housing, Local Government and Heritage, the Housing Agency and the Housing Finance Agency.

It marks another milestone in the relationship between Tuath and Dún Laoghaire-Rathdown County Council, with the Housing Body now managing over 770 homes in this local authority area, and with over 420 homes scheduled in their joint delivery pipeline.

“The sector must continue to evolve”

Sean O’Connor, Chief Executive of Tuath Housing, said: “The ongoing focus on increasing the delivery of new homes is right and proper and must be accompanied by a laser focus on reducing the cost of production and the cost of new homes; thereby improving affordability across all tenures.

“The support and funding model developed by Government, the Department of Housing, Local Government and Heritage, the Housing Agency and Housing Finance Agency has been critical in enabling Approved Housing Bodies to scale delivery nationally.

“If we are to continue delivering homes at the level required, the sector must continue to evolve with a strong focus on long-term financial sustainability, efficient delivery and reducing construction costs across the system.

“There is also an opportunity for greater collaboration and consolidation within the Approved Housing Body sector to strengthen delivery capacity, improve efficiency and support the long-term sustainability of the sector overall.”

Speaking at the launch, Cllr Barry Saul, Cathaoirleach of Dún Laoghaire-Rathdown County Council said: “Dún Laoghaire-Rathdown County Council is proud to partner with Tuath Housing on developments like Coolevally in Shankill, which are delivering high-quality homes for our communities. This significant level of investment highlights what can be achieved through strong collaboration and a shared commitment to addressing housing need. As demand continues to grow, it is essential that we support models such as Cost Rental and scale up delivery to ensure more people can access secure, affordable homes in our county.”

Minister for Housing, Local Government and Heritage, James Browne TD said; “This Government is delivering an unprecedented level of new social and affordable housing, with Approved Housing Bodies like Tuath playing a vital role as key delivery partners. This development here in Shankill is an excellent example of that partnership in action.Through the Housing Action Plan, Delivering Homes, Building Communities, we are making a record investment to provide 90,000 affordable housing supports and deliver 72,000 social homes, while working towards ending homelessness by 2030.

“Supporting Approved Housing Bodies is central to achieving these ambitious targets. We are committed to strengthening their capacity, delivery capability and specialist expertise so they can operate at scale. By empowering AHBs to grow and deliver, we can accelerate homebuilding and create lasting, positive change for people and communities across the country.”

Tuath and Cork County Council Break Ground on Bespoke Housing Development 

Macroom, 20 January: Tuath Housing Association, in partnership with Cork County Council, the Department of Housing and Acquired Brain Injury Ireland today marked the official commencement of construction at Clós an tSuláin in Masseytown, Macroom, with a sod-turning ceremony led by the Mayor of the County of Cork, Cllr Mary Linehan Foley.

The new housing development will provide 18 homes (10 two-bedroom and eight one-bedroom), designed to age-friendly standards, plus a standalone, purpose-built five-bed home which will be managed by Acquired Brain Injury Ireland. This project signals Tuath’s commitment to providing inclusive, community-focused housing.

Tuath appointed Cumnor Construction directly to build this housing development, funded via the Capital Assistance Scheme (CAS) by the Department of Housing, Local Government and Heritage, and being delivered in partnership with Cork County Council. The new homes will be completed in 2027.

Speaking at the sod-turning ceremony, Mayor of Cork County Council, Cllr. Mary Linehan Foley said: “It is a privilege as Mayor of the County of Cork to turn the sod on what will be the Clós an tSuláin development for Macroom. Soon, this site will be replaced by 18 much needed social homes for older persons, alongside a 5-bed communal residence for people living with acquired brain injuries to enjoy a high-quality life through their established connections within the community.”

Keith Jones, Director of Service Housing in Cork County Council noted: “ In meeting the challenges of housing supply, Cork County Council has successfully provided homes through a variety of delivery streams across our county, and this is evident today with the beginning of the construction of these new build specialist housing units through the Capital Assistance scheme here in Macroom”.

Dr Karen Foley, CEO of Acquired Brain Injury Ireland, noted: “We are excited for construction of the development to begin. Working in partnership with our sister organisation, Anvers Housing, we will provide essential rehabilitation services to those living in this new assisted living home in Macroom. At Acquired Brain Injury Ireland, we support over 1,300 brain injury survivors annually to rebuild their lives and this new service will enable us to reach more survivors living in the South-West of Ireland.”

Mary Rose Callaghan, Director of Housing and Development at Anvers Housing, commented: “Anvers Housing is delighted to work in partnership with Tuath Housing, together with Cork County Council and the Department of Housing, to deliver a fully accessible, purpose-built 5-bedroom property. This project will enhance our range of properties, enabling us to provide a home with support for up to four individuals living with an acquired brain injury within the Cork area.

Angela Murphy, Vice Chair of Tuath’ Voluntary Board of Directors noted: “Tuath have worked with Cork County Council and Acquired Brain Injury Ireland for a number of years to get this project to site.  We are delighted to be working with the contractor Cumnor Construction and the Design Team led by EML architects to deliver this bespoke housing development.  This project demonstrates Tuath’s commitment to delivering diverse housing, that responds to a wide range of housing needs, while working collaboratively with local authorities, community-based organisations and the Department of Housing to support communities across Cork.”

Dublin City Council officially launches first Cost Rental homes in partnership with Tuath 

On Thursday, 26th September, Dublin City Council (DCC) and Tuath Housing officially launched the first cost rental homes in Dublin City.  

This new development delivered by DCC in partnership with Tuath Housing is one of the largest public housing projects in the country and will cater for the needs of over 500 citizens.  

Built by GEM Construction, De Verdon Place offers multiple community spaces, including rooftop gardens, an outdoor playground facility and Crèche. Families, couples and individuals have already begun moving into their new homes.  

 

Housing Finance Agency and the Department of Housing offering an affordable, long term and secure form of rental tenure, with rents 31% below the local area average. Rents for the cost rental homes start at €1395. 

  • 77 Cost Rental Homes (23 one-bed, 54 two-bed)
  • 161 Social Homes (25 one-bed, 136-two bed)

Councillor Naoise Ó Múirí on behalf of the Lord Mayor of Dublin said:  

“It’s great to see the delivery of Dublin’s first set of cost-rental homes happening right here on the Northside. I wish our new tenants every success and I hope that they will be very happy here. I look forward to Dublin City Council scaling up its work with development partners to deliver more cost rental, social and of course affordable purchase homes for our communities right across the City.”

The first of many. Cost rental is a key element of Housing for All and has already been extremely successful in providing stable, affordable, long-term rental homes for individuals and families. A recent report which Tuath commissioned in partnership with our other AHBs, found that 84% of respondents described their Cost Rental tenancy as very secure, many of the residents noted that the quality and size of their cost rental home was far superior to their previous accommodation in the private rental sector and that over 70% report having a positive relationship with their AHB landlord.  As we continue to scale up cost rental delivery, we remain committed to providing affordable, sustainable and suitable housing options.”
