Tuath Housing celebrates the power of partnership to provide 2,500 homes in 2024

Tuath Housing has today (27 August 2025) published its 2024 Annual Report, highlighting a record year of delivery and calling for more Government action in the upcoming Budget to unlock more homes for those caught in the affordability gap between social housing and the private rental market.

In 2024, Tuath, a not-for-profit Approved Housing Body, had a capital spend of €571 million on housing and delivered 2,489 new homes – the highest ever within the sector. Tuath’s record-breaking output is proof of the transformative power of public-private partnership with significant support from local authorities, the State and its funders, particularly the Housing Finance Agency.

The Annual Report, ‘Scaling Up to Meet Demand: More Homes for More People’, highlights how Tuath has grown in scale and evolved its processes and services in the face of challenges in housing today. By end of 2024, Tuath managed over 15,000 homes for some 37,000 people nationwide.

Tuath’s Pre-Budget Submission emphasises that demand continues to far outstrip supply, with middle-income families in particular left without affordable, secure housing options.

Tuath is urging the Government to accelerate reforms that would move the AHB sector off the State’s balance sheet, in line with EU norms. This would enable increased capital investment and unlock long-term funding from sources such as ethical pension funds.

Sean O’Connor, Chief Executive of Tuath Housing, said: “Social housing is essential public infrastructure — just as vital as schools or hospitals. If we are truly serious about tackling the housing crisis, we need policy that recognises this and gives housing bodies like Tuath more freedom to deliver at scale.

Homes that change everything 

The report also highlights the life-changing impact of Cost Rental housing for working families squeezed by rising rents and locked out of home ownership.

One such family is the Mahoneys, who moved into a Tuath Cost Rental home in Folkstown Park, Balbriggan earlier this year. For eight years, Tom Mahoney and his wife Jamina, and their young son lived in a one-room cabin in his mother’s back garden, without their own bathroom or front door.

“We were earning too much to qualify for social housing but nowhere near enough to buy. We had given up and were practically on the plane to emigrate to Canada when I got an email to say I’d progressed [with my application for a Cost Rental home].

“My little boy now has his own room, stairs to climb, and a garden to play in. It took time for him to adapt to having space – he would stay in the same room as us as that was all he knew but he’s just so happy now. We’re over the moon, so proud to have that stability and security for him. It’s like a dream.”

Cost Rental is a not-for-profit housing model where the rent is set to cover the cost of the construction, management and maintenance of the property. Cost Rental offers a long-term, secure tenancy that is more affordable.

The average monthly Cost Rental rate with Tuath is €1,348 per month. A two-bedroom home at Folkstown Park is €1,272 per month.

 

Looking ahead 

Launching the report, Bronagh D’Arcy, Chief Operating Officer emphasised both the achievements and the urgency ahead:

“Last year, Tuath delivered close to 2,500 homes. We are proud of this contribution, but we know it is not enough. Ireland needs to ramp up social and Cost Rental supply if we are to provide secure homes for the next generation. The decisions taken in this year’s Budget will be critical.”
